Is it powder coated? If it is, wouldnt baking it be cheaper and better?

no its an early 90's frame that has been painted a number of times.

Is their any skill involved in sandblasting? We've got one and will probably be doing our truck frame soon. If its something that can't be messed up by a newb we might be able to hook you up.

The best prices I have found for sandblasting are powder coating shops.

if you can find someone to blast it with baking soda do it. It will not leave any pitting such as sand blasting can do and it changes the PH of the metal so it does not flash rust as fast.

Plastic media and crushed walnut shells are commonly used by the resto & hot rod guys. Blasting with sand can result in silicon impingment, which will make painting or powdercoating it difficult.
And just in case, beach sand is way bad.
