So Cal Rally Racing

Hey guys I was hoping to get info about so cal and az rally racing. I dont know much about it and was hoping this is the right place to ask. I wanted to know if there is any restriction on cars(cages, belts, helmets) and when and where these rallys take place. Is it a solo race or a person deal. How much would I be looking to spend on races and prep and all that. Thanks guys.
