In the score rule book, when listing the track width of a class 7s it states it as no more than 2 inches wider than stock. Is this 2 inches per side equaling 4 inches over all or 2 inches total?

No it means 2" wider than stock or 1" per side

Track width is not measured per side, its measured tire to tire... so its overall....just because we talk about kits as x" per side doesn't mean SCORE goes by that! Just giving you a hard time. So if your stock width was 73" then your max width is 75" now.

Track Width is typically measured from center of wheel/tire to center of wheel/tire. Sometimes in the SCORE rulebook an outside to outside of tire measurement is used. In 7S rules it is only mentioned in relation to the rearend housing, if I remember correctly, and should be measured from center to center, so that if you use a stock offset wheel, the rearend can be one inch wider per side from wheel mounting surface to wheel mounting surface.
