I just talked to Trophy Kart, they are not mandatory for Texas.

We will have some more here in about a week. We wanted to make sure the fit and worked before we had more of them made.

I heard that in the drivers meeting at CV they said the nets would be required, but I could be wrong.

You did hear that, but it didn't turn out to be true (the mandatory for Texas part) They are still in discussion about requiring them at all. Either way there will be plenty for sale at the track if anybody wants them. I know Cameron (Full Tilt Trophy Karts) ordered 20 sets to take to Texas.
