If you can make a bolt-on structure strong enough to get the job done, I don't see the point in welding it in place (other than the fact that it's typically easier).

My opinion: If you've ensured that the frame between the radius mounts and the beam mounts is completely rigid and you are not going to see any stretching or compressing of the distance between those points then you could consider welding the two pieces together. If there is any play at all there you're going to see cracking at the junction of the radius arm and the beam or somewhere else in the system. A bolt in cage, a cab cage alone, or a poorly thought out fully caged vehicle will not suffice.
