Can a fuel cell be safely mounted in a prerunner by the flanges like this? The cell will only be 22 gals, with dimensions 34 W x 17.7 L x 10.5 D.

Those flanges aren't designed to support the weight of the cell, they are there to allow access to the inside of the can. You mount it like that, you're going to find it parting ways with the truck in no time. Use dedicated straps or tubing to build a proper support structure for the cell.

I would run at least 2 lower supports with a removable strap on the top.

you could also use L metal and make a "box base" for the cell to sit in and come up the sides with the L metal then attach it to the cage. after install strapps. strong ones.
