it must be that in order to be able to hit motorcycles [especially while crossing water] you must have 4wd. but it's prolly important for spectators because everyone knows that it hurts alot less getting run over by a truck going 190kph than a truck going 210 kph...

Didn't the ASO (or was it the FIA?) downsize the 'motos' for the Dakar Rally a couple of years ago for this same reason, i.e. top speed?

Bike capacities are now 450 cc.
Schlessers buggy exceeds 200 kph easily and they have already restricted the trucks to 150 kph. They're strangulating the fun out of racing!

No need for speculating. The latest "General descriptions for FIA Cross-Country Rallies" are published since jan.04.2012.
I'll even save you the read.
"For each of the following categories the maximum speed is limited as
follows and controlled by GPS:
For T1 4x4, T2 and T3.1 vehicles = 170 kph
For T1 4x2 vehicles = 190 kph
For T4 vehicles = 140 kph."

How is 20kph an advantage when the other cars are 4x4? The 4x2 need the extra momentum to be able to get through what the 4x4 can do easily. If everything else is equal a 4x2 with tire inflation systems are no match for 4x4. You don't have to do any math to figure that out.
