In my opinion for the classic SF250 course it would be somewhere in the first 20 miles alongside the powerline road. This might be zooroad pwr-line road crossing if you don't mind the crowds or anywhere before or after. Watch the entire field there, then head south of town alongside puertocitos Road and go to spot#2.
Use your Thursday or Friday to drive to those spots so on raceday you have it down. Time yourself and then do your math based on 60 miles/hour for the racecars.
Typicaly you can see the entire field in the morning and then again on your second spot if you hurry up, yet not speed on the highway. Keep in mind that lots of people are doing the same and the highway around the arches is crowded and congested. There will be delays. (picture TJ border crossing)
I also noticed that Zooroad is getting overrated. Race cars slowdown more then they used too, plus there are more people then ever. The hot ticket is to watch it 1-2 miles before or after.

I think the best place to watch the race is deep inside the narrows of Matomi Wash, though it takes some effort to get there in a pre-runner before the race starts or up the wash from Puerticitos highway on a dirt bike during the race. I climb the walls of the canyon and have a poor-man's helicopter view! The only other bad thing about Matomi, is, if it is towards the end of the race, many of the vehicles are on their last leg or don't even make it there. It is a very scenic and tranquil canyon.

Any of the washes are good.
Camp out the night before and you will have a nice night around the fire and your own grandstand for the race.
Matomi is the best- but takes the most time in and out of it. (but great prerunning or just slow-going for any 4x4)

Airport road near the pole line road is good but really dusty and it can get crowded. We ran a MAG 7 pit there for the 1000. Its a good place to camp lots of space and lots of whoops.

The best way to watch the 250 is moving around on a bike or quad. Everybody and their brother is in a truck trying to go the same direction. What we do, we ride out to RM 6 or 7 see all the TT, CL1, 10's, pro's and then head out to our next RM. We get to see them fly by at least 3 times. The last spot we see them, we just finish off watching everybody go through. The 250 is a blast.
