fake tortise/ watch out

Apparently through a joint grant from the U.S. Fish and Wildlife Service, and the US Forrest Service, an anti-access group has been "seeding" the Southern Nevada and Southern California desert with serial-numbered plastic replica desert tortoise's. They are marking the location of each and every "plant" with a GPS and recording them. Then they are regularly returning to the "plant" to see if it has been disturbed, and if so how far it has been moved. They are then purporting that the "tortoise" was struck by an OHV and thrown to it's new location. They are then using the distance it was displaced to "estimate the speed of the irresponsible OHV user" who "killed" the tortoise.
No, no, I am not kidding. This is being accepted as a "scientific" study, with accredited results.
Does anyone else see the many variables here?
How can you prove an OHV user "hit" the planted tortoise?
Who's word are we taking as to how far it flew?
What outside verification of the incident occurred?
The list goes on and on!
This is apparently a "perversion" of this very well thought out earlier study / proposal: ( http://www.dmg.gov/documents/DT-Threats.pdf) where Styrofoam tortoises were used.
Has any one seen one of these plants in the "wild" yet?

So, Even though there is no evidence to support our BS, We must close the desert so more studies can be done to prove our theory we hope, but we're not biased at all.
