***Conservation and Reinvestment Act (CARA) Alert***

Call To Action! TIME IS CRITICAL! Please act today.

FAX DEADLINE – Thursday, June 28, 2001

June 20, 2001 the House Resources Committee held a hearing on CARA, the Conservation and Reinvestment Act.

Supporters of CARA were allowed to testify. However, witnesses were severely limited by those who opposed CARA by saying they already know all they need to know. (Essentially, they don't care what you think.)

Congressman Jim Hansen (R-UT), the new Chairman of the Resources Committee, prevented the opposition’s testimony. Coincidently, Congressman Hansen is also a co-sponsor of HR 701 (CARA). He wants to close off and steal your land in order to find favor with environmental extremists.

CARA is no shining example of legislative leadership. It is a shameful pilfering of huge amounts of "pork" at your expense. Please understand, “pork” is simply excess tax dollars, designated to wasteful programs in order to benefit the designee in the next election.

After passing out of committee on the 20th, CARA is now on its way to the floor of the House for a vote in late July.

The time for action is NOW!

1. Go to http://www.landrights.org</A> and download, fill out and FAX the “CARA Testimony Questionnaire” to your Congressman. To find your congressman and get his fax number, go to http://capwiz.com/townhall/home</A>

2. Also, from http://www.landrights.org</A>, be sure to download the ”NO CARA, NO LAND GRABS” poster. Sign and fax it to your Congressman as well. If you are unable to download the poster or the Testimony Questionnaire, call American Land Rights at (360) 687-3087 and leave a message with your fax number and they will fax it to you

OPPOSITION Talking Points on CARA

· HR 701 now includes state AND Federal Condemnation (eminent domain) of private land.

· CARA will give $3 billion per year for 15 years, $45 billion in total, most of to buy land and drive rural landowners out of their homes, off their farms and into the cities.

· CARA will be a Trust Fund. That means it will not have to compete in the Congressional appropriations process with such important social priorities as cancer research, education, or the military. CARA will get the money first.

· Hunters and sportsmen will gradually lose access to government acquired lands.

· Lands cut off by Forest Service Roadless Areas and Roads Policies will become targets as well.

· All lands with Endangered Species will be targets of land acquisition - there will be no limit.

· Much of the money will go to the Nature Conservancy, Conservation Fund and other land trusts.

· Billions of dollars of private land will be taken off the tax rolls, forcing local taxes up.

Make sure, when faxing in, that you request they hold field hearings in every state, so the American public has an opportunity to testify on this issue. ALSO, e-mail your congressmen on this issue, and all representatives in your state who are on the House Resources Committee....... the Blue Ribbon Coalition website has all this info......go to the website <A target="_blank" HREF=http://www.sharetrails.org/>http://www.sharetrails.org/</A> , then page down to the Rapid Response Resource Center or "Write to Congress" to get all the info on your reps.
