BLM's Ca Desert District SRP Process Comment Deadline Extended

The California Desert District (CDD) is updating application procedures for Special Recreation Permits (SRPs) in order to provide a clearly communicated and coordinated process for the five Bureau of Land
Management (BLM) field offices in the 11-million-acre California Desert. The public is invited to review and comment directly to a Desert Advisory Council (DAC) sub-committee created for this process. This DAC sub-committee will gather public comment and also provide input and advice throughout the updating process.

Documents are available for review by requesting electronic copies from Meg Grossglass at [email protected]. Available for review and comment are the draft CDD Special Recreation Permit Procedures, the draft field office staffing matrix, and the current calendar of events. The public comment
period will end on January 28, 2011.

Comments can be submitted via email to: [email protected]. All comments will be forwarded to the Desert Advisory Council sub-committee for review. The Council will then provide its advice to the BLM for final consideration at their March meeting. Please see the DAC website for details about their next meeting at: http://www.blm.gov/ca/st/en/info/rac/dac.html

Doug, Yes it was. Here is a quote from the Desert District Manager.

The DAC subcommittee is extending their deadline to receive comments to January 28 - so along with meeting with me, you have additional time to provide comments to the subcommittee.

Re: BLM's Ca Desert District SRP Process Comment Deadline Extended

I find it rather odd that folks are sending any comments to you directly Meg.

BLM is required under several laws to be transparent in their regulatory process. This includes Notice in the Federal Register. I find it suspect when folks are asked to send their comments to a private individual and not BLM.

I'm also concerned that folks are requested by you to request related documents instead of sending them to BLM.

I'm fully aware that your are on the Desert District Advisory Committee and a part of the sub committee dealing with this issue.

But I'm concerned that your actions may not in be accordance with provisions of Federal Law.

And... it seems that you are not working for ORBA any longer.

The new email address domain (ohvaccess.com) is a newly created domain as of January 5, 2011. It has been registered by Smith, Joseph [email protected], 8985 Gramercy Dr San Diego, California 92123 United States (858) 530-6247.

So who is "ohvaccess". What is this company/group all about?

Re: BLM's Ca Desert District SRP Process Comment Deadline Extended

    Good Morning Steve,

Hopefully you have already contacted the state BLM office and they have answered your questions. All I know is that I was appointed to the DAC by Ken Salazar and I was following the direction of the DAC's Designated Federal Officer (DFO). Anything else you would like to know can be answered by the state office or the CDD office in Moreno Valley.

I am still employed by ORBA. I changed my personal e-mail address last week. I was having a problem sending and receiving e-mail on my personal e-mail account from my iphone. My friend Joe said that he knew of a way to fix that problem.

I am a total technology retard so I let him take care of it. The meg@ohvaccess was actually his idea. We were on the phone and he said how about [email protected] and I thought it sounded good so I said yes. I had no idea people would make all of these assumptions from me changing my personal e-mail addrdess. All I know is now I can send and receive personal e-mail from my Iphone, which I couldn't do with my old one.

So here is an official notice I will be closing out my old personal e-mail address [email protected] so if anyone sends me stuff at that address I am going to turn it off in about a month.

    Take care,
    Meg

Re: BLM's Ca Desert District SRP Process Comment Deadline Extended

I'm awaiting the call back from BLM on this issue. Seems that BLM must be busy folks today.

I am a bit perplexed though Meg, as I have been told by numerous folks in the OHV leadership that you no longer work for ORBA as an employee. I'm told you are now a contractor that will work on projects that Fred assigns to you and at least two other folks in the community. This was related to me via a telephone call of one of these folks.

Are you a full time employee or a contractor?

A pleasure to speak to you Grant.

The term "good guys" is all in the eyes of the beholder. "Wasting time" is is all a matter of opinion.

I can recall posting to message boards that some of the efforts to "re-open" the dunes was a waste of time. I predicted that the dunes will be no more open 10 years from that time unless the approach was modified; this was the case at that time.

Within that time frame, that prediction was true.

Now, we have a person that is working to restrict OHV access via the latest Senator Di Fi bill - abet it died in the last session of Congress.

And you now provide that they are fighting for OHV access???

Interesting??? I've never advocated supporting legislation that restricts OHV access.

I'm guessing that our concepts must be a bit different.

    Good day to you though.

Re: BLM's Ca Desert District SRP Process Comment Deadline Extended

Grants comment appears to have been meant to stir the pot, it just amusing how some people behave when you ask obvious simple questions about people calling themselves our leaders, hey since ASA is so close to the Deputy Director perhaps he should inform her about this:

    OHV Division: Opportunity to Purchase

    --------------------------------------------------------------------------------
    How about this.

Seems that the lands know to many of us as the Honda test track is for sale.

Its directly accross the highway from Jawbone.

There is $ 112 million that has been raided by the legislature of our fund. They said we had no use in site for these acquisition funds.

    Quote:
The property is located in an unicorporated area of Kern County, seven miles north of California City, and the main site (±3,797 acres) is improved with specialized test tracks, support facilities and infrastructure, designed to implement a broad range of automobile, motorcycle and ATV vehicle and product evaluations.

The recent closure of the facility and sale offering provides a rare chance to secure a superbly designed facility that would be cost prohibitive to duplicate today. The main site (±3,797 acres) has completed requirements for the Desert Tortoise Habitat plan, allowing a “fast-track” approach to potential development/solar farm uses, should an interested party desire to change the use of the property.

The main site is improved with the former Honda Proving Center, which was specifically designed as a vehicle testing facility. Located within two hours of Los Angeles International Airport, the site offers on-site paved test courses including a 7.5 mile oval track and 4.5 mile winding road, modeled after common North American public roads, dirt roads, gravel roads, MX/SX race tracks and natural desert terrain for a full range of test conditions. The main site has perimeter fencing and a private 1.5 mile asphalt driveway leading to a security office, gated access, and the office/warehouse buildings. Privacy is achieved with man made berms and selective plantings of non-native trees. Also included are the out-parcel land sites totaling ±457 acres.
