I use floor wax paste, like hardwood floors, seals the steel and doesn't stop you from welding.

If it's immediately after then it's silicone (IIRC. . .it's been a while since I was in welding school, but I asked about this at the time and I'm pretty sure that's what I was told) and it will wire brush right off.
Its silica slag (like glass), a by product of the welding process. Wire brush it off and it should be ok.

Just spray bomb it black...WD-40 and steel wool sucks. Clear coat it if you want that beachin TT look!
