Go around the BLM.

Plaster City is an unincorporated community in Imperial County in the U.S. state of California.

"The Constitution of the State of California,Article XI, Sections 4 and 5, state that home rule charter cities and counties may develop ordinances to govern local affairs. The constitution further states that ordinances passed by home rule charter cities and counties take precedence over conflicting state laws as to local affairs. State laws take precedence over home rule charter ordinances as to matters that are not local affairs. There has been a large amount of litigation in the state of California debating what constitutes a local affair."

This looks to be their advisor. Call or email and get info and see where it leads. They could probably care less what you do. All it takes it written permission. Offer the guy an indemnity agreement.

The only thing I notice right away is that there may be asbestos in that dirt as this is a huge insulation company.

The problem is not the BLM, it is the Imperial County supervisor and the council. About 20 years ago the county was taken over by people that wanted to get rid of off-roading due to a rape of a council members daughter at Glamis. That was the last straw and they closed down competition hill at night and the put a heavy hand on all forms of off-road activity since then. Racing was a casualty of that vitriol the council had for all forms of off-roading.

You would hope they would lighten up by now, but once they have power then don't want to give it up. That decision hurt a lot of businesses in Imperial County.

Unless someone gets on the good side of the council and change their mind, I don't see that kind of racing coming back again. Which is a shame because it's much better than all the junk kids get into in the cities.

You could send out a petition and get the residents of Imperial County to sign it and there's nothing the "council" can do about it once you have enough signatures.

Or

Have a referendum. Start throwing signs out there that say, "Vote yes on 2!.... (It's for the Roads! 😁)"

I believe Fud had his race courses inspected, routed and approved meeting all the criteria to avoid needs for EIRs, Historic use, etc... It took HIM a lot of time and effort to get this done, but it was what he did for the sport. As far as I can tell, once a course has been approved and is recorded as such, it can be used for racing from that point on. Another issue is LEO coverage. When a race is coming up, the old way of doing it was to simply schedule guys on duty on the days needed for the race. Now, I think, the BLM goes out of their way to schedule folks onto normal hours on days NOT associated with the race dates and then wants the promoter to pony up time and a half plus an Admin fee to cover the dates to make it cost more. They even go so far as to fly overtime in other districts to get guys to travel for the time and a half PLUS a per diem charge to the promoter as well. Then there are the insurance costs that are much higher now after the old MDR crash a decade ago. And it will only get worse if the EcoNazi Biden has proposed gets to head the BLM. She was an actual ecoterrorist 30 years ago.
