if you go fast on the hyway sections,,,,it adds up quick....What the heck did someone have to do to get an 11 HR penalty? 808 and 737X both got one.
From what I understand every 3 seconds they ping your speed, depending on how fast you are going at this ping decides the value of the penalty. So I don't think the math is that easy. If you are good on the throttle you can speed for 2 seconds then slow down to reach the max...

There is no combination of 3 second penalties that can result in 20 seconds. Makes me wonder how they make these penalty numbers up.
