Radio Noise Problem

i have noticed many intercoms actually have TWO grounds. the typical ground wire coming out of it, but also a small gauge ground wire that terminates to a screw on the outside of the chassis. this wire paralles into the mian ground wire connection.

I am wonder what this is for. it could be that by grounding the chassis, any radiated noise that the chassis my "absorb" would be shunted to ground to help with RFI. or is some other sort of safety or regulatory feature manufacturers have to adhere to? does removing this ground wire have any sort of detrimental effect on the units operation? Many times these radios are mounted to a metal dash so if the dash is grounded, does that accomplish the same thing?
