Shock Valving questions

-Custom SwayAWay 2.5 Resi shock, under the rear of an '07 4Runner. Mid Travel set up.
Small/slow bumps feel harsh for a daily driven truck. Otherwise I like it. No video, sorry. Currently compression is 8 shims total:
.008 big shim
.015 smallest OD shim for flutter
.012 full stack.
Some do the flutter with 7 shims, ditching that 1st big shim of the valve stack. I was told 8 kept it less wallow-y feeling... but it's still a bit stiff.
Rebound is all .015
Thoughts?
Daily driver, some trails, not sending it....

All bleeds open, 200psi in them, per SAW.
It actually feels pretty good after a few days of street driving. No real dirt time yet, but I do have a bumpy little dirt test track parking lot I hit, and it's good there. Less harsh than I initially thought...
