Welding onto forged 4140?

I'd like to know what happens to the strength, internal grain structure, composition and the like when you weld onto a 4140 forged part. I think it will weaken the material in the HAZ of the weld, but I'd like to know exactly what's going on. Also what the heat is doing to the structure of the 4140.

That book is a god send. They have one in the Cal Poly library. I wanted to buy it, but it was $190.
