Dear Chairman Bishop:
We are aware that 30 Utah off-highway vehicle (OHV) organizations have written to
you regarding the Emery County Public Land Management Act of 2018 (H. R. 5727)
requesting that H.R. 5727 not be included in any omnibus public lands package that
might move forward during the Lame Duck session. The undersigned national OHV
organizations are writing to you in strong support of this request from the Utah OHV
organizations.
We are grateful for your ongoing support of OHV recreation and your unending efforts
to ensure that access to public lands be made available to those who enjoy outdoor
recreation and do so in a responsible manner. You are a true champion of the
recreating public.
It is regrettable that the process in shaping H. R. 5727 has shortchanged OHV
recreation in a major way. You sought to correct some of these issues during the
House Natural Resources Committee mark-up of the bill with the amendment to
clarify the purpose of the national recreation area designation to include motorized
recreation. Unfortunately, the Senate Energy and Natural Resources Committee
shortly thereafter stripped that very language from the Senate version of the bill
(S. 2809). Under these circumstances and given the time pressures during the closing
days of the 115th Congress, we do not think it is possible to put forth a compromise bill that would address the concerns of the OHV community.
It is clear to us that enacting H. R. 5727/S. 2809 into law would negatively impact OHV
recreation in Utah for generations to come. For this reason, we ask that you do not
move this legislation forward during these closing days of this session.
We again thank you for all you have done for OHV recreation during your
chairmanship of the House Natural Resources Committee. We are looking forward to
working with you in the 116th Congress.
